Quick Smiles:

  • Montreal launches a cost-saving, innovative light rail network.
  • REM combines worldwide rail best practices with local solutions.
  • Pension fund financing keeps costs low and aligns community interests.

Montreal’s new automated light rail transit, the Réseau Express Métropolitain (REM), is making waves for its efficiency, affordability, and innovative design. Spanning 50 kilometers with 19 stations as of November 2025, REM connects downtown Montreal to surrounding suburbs, with further expansions planned into 2027.

Rail expert Taras Grescoe sees REM as a model for all of North America, with features inspired by global transit leaders: heated seats from Japan, platform safety doors from China, and clean energy from Europe. Unique adaptations, like gas-powered track heaters and reinforced arms for icy conditions, ensure reliability through harsh Canadian winters.

Built by CDPQ Infra and financed through Quebec’s public pension fund, REM achieved remarkable savings—costing far less per kilometer than similar projects in New York, Toronto, San Francisco, or Los Angeles. CDPQ’s innovative approach reused infrastructure and minimized costly tunneling, keeping the budget on track.

“It was simply to reintroduce risk,” explained one source, highlighting how direct investment from the pension helped motivate careful spending.

The project anticipates a 9% return for pensioners while delivering long-term benefits for commuters across Montreal. REM’s success stands as a shining example of how communities can build world-class infrastructure affordably and responsibly.
