San Francisco’s restrictive permits have held back entrepreneurial dreams, but Supervisor Danny Sauter is taking action to change that. He introduced a new ordinance, inspired by conversations with a dozen small business owners, to ease regulations such as the “prior use” requirement that prevents businesses from changing a property’s purpose or combining storefronts.

Among those impacted are Himanshu Bhaisare and Milana Ram, a couple importing coffee from their family’s farm in Karnataka, India, who encountered barriers when trying to open a café in the city.

“I went to two or three more offices in the same department asking ‘Is this really true?’ Because it made no sense to me,” Bhaisare said.

Supervisor Sauter observed, “It’s things like that that are really frustrating, especially when we have someone who wants to bring their business to San Francisco and we have all these barriers that are preventing them from opening up.”

The ordinance would not only end the prior use requirement but also relax rules that restrict types of businesses by neighborhood and prevent multiple businesses sharing one space. These updates could help neighborhoods like Lombard Street see vibrant new offerings, including specialty coffee cafes and other creative ventures.

With strong backing from local business owners, there’s hope the city will become a friendlier place for newcomers with big dreams.
